Soft miss = every provider answered, none had the data (you pay for the work, at half or less). Hard fail = providers unreachable (you pay nothing, retry safely). The execution_log in every response shows exactly what ran.

The sandbox needs no card. Your first bundle does — that's the purchase. After that, the only thing the card is used for is optional auto top-up (off by default): when a production pipeline is mid-run and credits hit your threshold, we buy your chosen bundle instead of returning 402 at 6am. You set the threshold, the bundle, and a monthly cap. Every top-up emails a receipt.
